A little marketing basic principle online or off. It is common practice for any business to over sell a product and under deliver it. This does not make it useless or a scam.
Some off line examples, a store advertising "the lowest prices guaranteed." Do they really have the lowest prices? Probably not, but they will match a lower price if you the customer does the leg work and finds a lower price.
How about your favorite fast food place. Why sell a burger by the weight it was before cooking it? Because it's bigger and sounds better. Or have you ever compared your sandwich to the one in the poster on the wall? They don't look the same do they?
This type of marketing off line is generally accepted and not fussed about or boycotted as a scam. On line is a different story, but it's the identical marketing tactic. Why is this? I really don't know.
In conclusion, just because some site is over selling and under delivering their product it doesn't mean it doesn't work.
